I looked up the ordinance. Here is the wording. As with any, if fireworks are going off, it's easy to cite the property owner then let them pay the money and expense to go battle that they had no idea who was going to do what.
“Host,” as it relates to this ordinance, means a person who knowingly permits or allows fireworks to be lit, exploded, or sold on private property owned or controlled by the person, and the person knows or reasonably should have known that the fireworks would have been lit, exploded or sold.
Q- if you own 500 acres of land that is unfenced, should you "reasonably know" someone might walk onto it and light off fireworks?
