I think that is a “passive wave antenna”.

It's on WY state land. Just south of it maybe 1/10 mile is BLM land. I think it's a See Rock City billboard...

If anyone has a current Cheyenne sectional chart, it might be defined on there. I've tried for two days to get the .pdf one off the FAA website, but unsurprisingly it fails every time.
