I am looking at one offered by Harbor Freight for $59.99 item 65517. Any body using one? Any thoughts?

I don't have the specific one you are referring to...but I do run a slip clutch (and shear pin)...wouldn't run my rotary mower without one. Sure does protect the PTO driveline if you happen into an area that hasn't been hogged before...jump off, clear the obstruction (usually a big rock in my case) and take off again. I have been slowly reclaiming a 50 year old pasture and you wouldn't believe what kind of stuff I find...rocks, fenceposts, barbed wire, deadwood, etc. I paid around $100 for mine at Tractor Supply but I dont know that it would be any better than the one you describe...I'd say having "any" would be better than none.
