PTO problem

1965 ford 5000 2000 new holland 1920 4wd, 1974 ford 5000, 1975 ford 9600, 1988 case Ih 885
I have a 1975 Ford 9600. The PTO shaft turns. When I hook up my 7ft tiller, it turns while lifted but when I sit it down to work, it stops turning. Any suggestions? I have some seeping/dripping leaks around the various fittings at the hydraulic valve assembly? (area where the lines come in and out of on the right hand side [facing rear]. fluid levels are good, just have to add some here and there. 3 point lift did a good job lifting a water wheel plantar with 160 gallons of water, four 200 pound adults, plus strawberry plants. I include that because I am guessing if the hydraulic pump was failing that it might not be able to lift that? Maybe? Any input is greatly appreciated.

How long have you had the tractor and is this the first occurance?
It has a clutch pack like an automatic tranmission.It runs on a low pressure oil supply.

We have had it a little over a year. Had not attempted anything with the PTO because other tractors were being used. Found out when i went to till my strawberry patch for pre-plant this past september. If it is the clutch pack i assume that means breaking the tractor in half? When you say low pressure oil supply, does that mean it is not tied into the hydraulic pump?
