PTO problem

My 3-point mounted chipper works great but I can't drive forward with the PTO engaged. I've read much about grey market tractors pulling rototillers all their lives. My HinomotoE2304 doesn't want to go into gear until the PTO is out of gear. I'm the 3rd owner (that I know) You think something is disconnected or maybe NOT disconnected? What do I check first?

Try putting it in gear, then engaging the pto if you want to drive with the pto engaged. Maybe it's not a live pto.

I'd say you might need some clutch adjustment...
