I have a Kubota B7500 with a front mounted snow blower. I shifted the PTO lever forward. It was hard to shift and there was a grinding noise. When I left the clutch out, the front PTO would not turn. Now the lever shifts back and fourth without depressing the clutch and the rear PTO turns a 540 rpm all the time.

I would say check the linkages first.

yes you have a linkage issue, make sure all pins and bolts are engaged in you pto lever linkage, something is not allowing it to be engaged or disengaged.

Did you ever resolve your problem? I'm having a rear PTO problem on B7500. Mid PTO works fine, but rear PTO doesn't spin in either 540 or 960 position. I can't see any adjustment that would change rear working if mid PTO works.
