I am having a problem with the PTO not fully disengaging. When I move the PTO lever to Neutral, the PTO shaft continues to turn, but not a full speed. I can stop it by putting something against it, but when I let go, it starts to turn again. Any help is appreciated.

That makes me a little concerned....I disengage the PTO before I attatch my finish mower....am I not safe in doing that? Should the engine be OFF when I attatch the implement? Is there any way that the PTO can start turning by itself? I would not want to have my hand right on it and have the thing start running, that could hurt....or worse...

With your PTO disengaged, there is no problem.
It still may spin because of the drag or parasitic friction causing it to turn, but it is not mechanically engaged. It will stop turning as soon as you get the PTO shaft to it. I can stop mine by hand. You can try to stop yours (if it turns with the PTO disengaged) by using a 2 x 4 first. As long as the PTO is disengaged, it should be good to go.
