OK, I was pushing some saplings with the bucket a couple months ago. I noticed during that project the bucket got really twitchy. I jumped off the tractor to check the hyd sight glass and saw hyd fluid running on the ground. A hose underneath had gotten pulled off.

Anyhow, I got it back on and filled up the hyd fluid. But, it was still really jerky. Then I looked at the sight glass again and the fluid was really clear, like water clear. That made me curious and I went and found the bucket it came from. Apparantley the seal fail and the hyd fluid was 25% or so of water....which I dumped into my tractor.

As soon as I found it I drained the fluid and changed the filter. Every since though, the tractor drives like the brakes are on. If I am rolling and I push in the clutch to change gears or stop, the wheels lock without me touching the brake pedal. I have found that if I play with the 3pt lift height, it reduces the braking effect.

So, I have something wrong in the hydraulic system. Any guesses??

Is the fluid still clear or milky?

You may have to change out the fluid about three more times.

My International has hydraulic brakes run off of the transmission oil/hydraulic system.

If one got a lot of water in the system, one could potentially get water in the brake lines, which would not necessarily come out with an ordinary fluid change.

There is some way to bleed the brakes, although I haven't done it yet. Anyway, you might try a vacuum bleeder on the brakes. Then hopefully they will work themselves out a bit.
