power steering ?

I have a Kubota B2400 HSD that seems to run well. I have noticed if I am stationary, it really struggles to turn the wheels side to side with steering, moving it is not problem. Is this normal?

Is it hard to turn 2wd and 4wd?
What type tire thread are you using?
Are points grease recommended have fresh grease?
Are the tie rods tight?
I was told one shouldn't try turning wheels if not moving if all possible.

I hope the steering box not indicating repairs soon.
