Perkins 4.108 no start

Have a perkins 4 cyl basket case put together.
Spring loaded lever on inj pump is throttle correct ??
Other lever on inj pump is Shut off lever, Turned which way to shut off ??
Getting fuel up to inj, Can get motor to raddle a little bit with start fluid, but thats about all.

G'day butch and welcome to TBN the shut off lever should make a huge difference to the amount of fuel coming up to the inj have you got the timing right when you assembled ?
