peerless VST noise

This is for the guys that are familiar with the peerless variable speed hydro 205 series. I have it out and when turning the input shaft by hand, there is a regular clicking noise. Is this a normal hydro pump noise, or is this the source of my loud whine ? It was also slightly low on oil as checked in the bellows. BTW the complete peerless repair manual is on the net.
