I'm interested in this is ospho product, I have some older steel rims that have a chrome finish that I would like to paint. Would this product help the paint stick?

The OSPHO will work well on the rusted steel areas, but I doubt that it will etch the remaining chromed areas to make them suitable for paint to adhere.
Sandblasting would likely be your best option.

I do not know if this will work or not on the chrome or not but not a lot of time or money ti try on one wheel to see what it does. Hit the rusted areas with some type of rust convertor. OSPHO would be 1 such product. I suggest knocking off the biggest portion of rust with a wire brush first. Let the OSPHO dry according to its instructions. Then paint all if the wheel with a “self-etching” primer. (Note this is not just plain primer). Allow it to dry according to instructions. Then paint wheel your color of choice.
