I'm assuming you have clean fuel and a full tank.

Don't know the answer but for others can you give a few more details.
Model and year of tractor,
hours on it,
was it new to you,
you said new filters including fuel?
So the engine is dying/dies under load, what is it doing and being used for when it stalls.
The more details the better we can help you.

If the fuel filter is new, I'd remove the line from the tank before the filter and see is something is blocking the flow to the filter.

Not changed my filter yet,but.................. My father once installed a new heater core in his truck and forgot to pull the plastic plugs out. Gave me fits trying to find reason for no heat. Never assume. I assumed since core was new......... and so the story goes.
