Probably left over from last year knowing Menards. Germination might be an issue in as much as there is no FDA mandate on packaged for residential use seeds.
Actually that is not the case.
A Burpee rep comes in at the end of the season and takes inventory and then loads them all into a couple contractor garbage bags.
And then...
Takes them out to the dumpster and throws them away!

Carrots are slow to germinate, and watering or rain tends to create a crust that they have a hard time breaking through. Try placing a burlap bag or part of an old sheet over the rows, it helps cushion the watering so they have an easier time coming up through to daylight. Mt father used to use burlap for that purpose when starting pansies in the field... do they still make burlap?

They do still make burlap have bought rolls of it in the past couple years with the intention of using it to wrap rootballs.... though so far the roll has mostly been used as a draft blocker at the foot of my back door.

Few pieces of it were also put to use to cover the kernels of corn I was sun drying on baking sheets. Figured if the birds just saw a brown spot they'd be less inclined to stop in for a meal -- seemed to work (though I may just have gotten lucky too).
