It is through the State of California... every 5 years the inspector shows up to inspect and part of the inspection is tank integrity...

A thought...Since your original compressor works fine, just doesn't air up large tires very fast, have you considered getting a couple air tanks from a wrecked semi truck and mounting them under your bed? Maybe next to the driveshaft? Certified for air pressure, usually have a pop-off valve or water drain. You could use your pump to start the large tire inflation to bring it up when at low pressure, and then open the reserve tanks to fill the tire at it's higher pressure, which is harder for a compressor to overcome. Proper routing of valves or just plumb the tanks in with a separate air hose and when the compressor starts laboring, change air hoses to the reserve tank while the compressor catches up. Several ways to look at this, and plumb it in.

I'm surprised this would happen at a business because here tanks used in business are inspected and require a permit to use.

Inspector uses a device to check the wall thickness and notes drain provisions... buying automatic blowdown valves has worked out well...
it depends on the State, and the local jurisdiction in the particular jurisdiction within that State!.. also, the inspectors willingness to accept bribes to overlook things!..
