I'd find a neighbor that welds and see if you couldn't barter or even pay for a "favor". There are a couple of easy ways that could be fixed. Bush hogs are rough tools that live long, but rough lives, and that one looks like it still has a LOT of life left in it. A quick trip to tractor supply, rural king, or any other farm and fleet style store should provide all the parts needed for a complete repair.
