O rings

On each cylinder of my loader (piston side). There is an o ring around the cylinder. It's this way on all four cylinders. Is this normal?

Mine Kubota was the same way. Were covered in orange paint, rotted & fell off in a few months. Think they were there to cover the seals when they painted the cylinders.
