The terrain is rugged and taxing covering many acres...
Now illegal to use gas powered trimmers and herbicide is also problematic as root structure is to remain providing soil stabilization...
It's just nuts...

I live out in the countryside, with only one neighbor to tattle on me, and they have as much, if not more, to be tattled on than I do.One town south of me is very environmentally conscious. They were the first around here to ban plastic bags and they recently banned gas lawn tools. In my town however, they still allow it and I'm guessing they will until the state mandates otherwise. Probably 2030-2035 or so is my guess, similar to the timeline on gas powered vehicles.

Oakland hills. Had a really bad fire there some years ago. bunches of houses burned to the ground...in part because people weren't allowed to cut brush back and in part because the FD left the scene too soon and it reignited (it my memory serves me correctly.)This is one specific city, and it's almost certainly related to noise nuisance. I don't think it represents the rest of California.
I'm surprised there is even that significant acreage in Oakland to make this law a problem, given the population density there.
