no pto output

need a little help. got this ford 4000 i think it is a 1972 model ser#d1c1424g4 and 3940252 off of block near starter and pto wont engage . the rockshaft lifts fine . its a 8speed no selectomatic .question what drives the pto is it hyd or comes from the clutch? its a 3cyl diesel any help would be appreaiated.

Messicks has a parts breakdown on this that might be helpful. go to Messicks site, choose online parts, choose New Holland, enter tractor model (4000) select correct pto in transmission section.
