NH TC35D Steering

I have a New Holland TC35D with a steering problem... The steering wheel turns several turns before the wheels move at all.. It acts as though there is a hydraulic issue. I saw a post about TC35S having a separate pump for the steering so I went and looked and can't find any fill except the two yellow ports on the axle and they are full.. What else can I check?

The fill is under the hood above the engine.

Found it. It is marked but the hood blocks you reading the marking. Oil did not touch the stick. I bet that is it. Thanks for your help!
