You could start with hyd level check and filter change. After that, bad pump, relief valve(squealing?), safety valve, hitch control, hitch control adjustment....... could be any # of things.
You need a pressure guage and flow meter to track this stuff down. Being tractor was given to you, I'd put it in the shop, or at least buy a good service manual specific to your tractor.
