Is its primary purpose for vehicle crossing or human crossing and keeping your shoes dry?

A ford with a concrete bottom would solve all your problems for vehicle crossing.
A Ford would solve the issue of loosing the crossing; but would Not be usable during high water. That's why I asked how critical the crossing is. If it's a recreational trail; it would be fine, as would a hunting or timber access; but if it's the primary access to a home; it could leave you stranded on one side for weeks at a time..

From the looks of the OP's picture, the whole area is likely flood plain. If the water level rose 2 - 3 feet above the bridge, the land on both sides would be flooded and there would be no way to get to the bridge.

Also, the bridge looks to be constructed of planks laid across 3 - 4x4's. Adequate for foot & bicycle traffic, but certainly not vehicles.
