Need help with governor adjustment on oliver super 55.

I just finished up splitting my oliver super 55. I put it all back together and now need to adjust the governor. I read my operators manual and it says to put the throttle at wide open and remove the governor adjuster rod from the governor lever and adjust the governor adjuster rod 1/16 ahead of the hole in the governor lever. It made sense to me until I got in there and the governor lever moved freely. Hard to adjust to 1/16 ahead of the hole when the lever the hole is in can move 4 inches.

Any ideas on how this should be done?

Not sure on an Oliver, but the rod they refer to on an IH, is the one from the lever on the Gov. to the carb. On them, there is a threaded yoke you adjust, until the pin just slides through the hole, in the WOT position. That lever is held in position by forks that run against a thrust washer, and from going the other way, a spring holding it to the face of the thrust washer. Looking in the AGCO Parts book at that governor, it basically looks the same, but I don't see a spring to hold it in place. So, could be you need to hold the arm in the direction would be, when at full throttle. That, or you have a problem inside the governor.

It sound similar. The issue is when the gov lever is not attached to the gov rod, it can be moved by hand. How do I know if the lever is in the right spot?
