The throttle lever is adjustable. I reduced the friction on my L3400 since it was real stiff. Works great.

I think that is basically true but I adjusted mine to a fair amount less and it still stays put.

Same here - did it just this last weekend on my B2910 - it was so tight and "sticky" that I would often overshoot the rpm I wanted because of how much force I had to apply to get it to move at all.

Loosened it up and shot a little LPS 1 on it and now I can adjust it easily.
