mig or arch welders

I am thinking of getting a welder, not a fancy one, just one that will allow me to weld say hooks on my bucket etc. Maybe some frame work for 3 pt stuff someday when I get time and get decent enough at welding. Cant seem to find out anything about mig welding or the differences in it and arch welding. I have done a very small amount of welding, dad had a small tack welder for mower frames, but that is my limited knowledge of them.
