Hey do you know how to set idle speed mine goes really low

It'll be an adjusting screw on the carb. The throttle plate shaft has an arm on it that the linkage fastens to. There will be an adjusting screw that the arm rests against at idle. Turn it clockwise (in) to increase rpm.

seems like I have to pull up on the throttle handle to get to work but it seems to stay. Must be an clamp or screw to tighten around throttle shaft to remain in pulled up position.
If you take a look at your diagram, the two nuts that are number 82 should adjust the tension on the throttle handle. Tighten them up and it will make the throttle handle harder to move. Loosen them up and it should make the throttle handle easier to move.

Yes. I believe there is an idle adjustment screw on the main shaft where the throttle linkage attaches. It will not be brass like the other two adj screws.
