Black iron would be safer if using a plasma, I would think. Do a test with a short plastic pipe to determine the best width of the cutout.
At the time I did one out of black iron, I did not have a plasma and just used a mill, doing a few feet at a time. You can make the pipe a little long and use cable or chain with a hook or clevis to hold it on or some weld on mounting tabs. I easily burn through black iron when welding so i just used a cable. I believe I used either 1 1/2 or 2" pipe. I no longer have that setup - I sold the plow with the tractor.
