Price Check M4700 pricing

Hello,
I am looking at a 4WD M4700 with a loader, loaded tires and spiked chains. The tractor has approximately 700 hrs on it and appears to be in good shape. The current owner said that it is a 1999 tractor but from what I have read in this forum the tractor was only made in 96 and 97. He is asking $20,000 obo. The asking price seems to be on the high side to me. What would be a fair asking price/offer for this tractor?
