My charge light is on and voltage at battery is 12.8v. When I unplug the Battery Discharge Sensor the voltage goes to 13.5v an light goes out. What's wrong?

Welcome to the forum! I do know that the sensors fail. ~ $20 or so. Sounds like you've done some basic checks. It may be easier to replace it and go from there if you need to. AM126691

What does sensor do? It seems to be charging and not over charging.

I've seen them turn on the light when battery and charging system were all working fine. Off hand I think that it sense the charging system isn't working that it would turn the light on. Where it measures I dunno w/o digging in the manual. I assume maybe off the regulator and to the modular switch? You could verify the charging system output both at the battery and the switch. Do a test with the rider off and then with it running at WOT. Also check for the presents of AC. A healthy battery is 12.6 VDC BTW. Running and charging a battery that has been partially discharged you might see 13.5 - 14 ish VDC. No more than a trace of AC should show up at the switch or battery.

It does raise volts to 13.5 when unplug at battery. When its plugin its less and the battery discharges eventually and goes dead. I don't know how its going todo with unplugged but it seems that it will charge. I did change the regulator while back and that didn't fix problem.
