LK3054 Hydraulic problem

I need help!
Kioti lk3054 I've had the tractor for several years, had a motor problem, finally got around to repairing it, tractor runs great but since I first cranked it the arms came up and I can not get it to go down.
Tractor has no air in the system, new fluid and filter

Most tractors have a rate drop control for the 3 point. It is usually a knob located below the seat. If this is closed the arms will not lower.
