My guess is rusty wire. I just pulled my Miller 175 out to use this past wkend. I hadnt used it in over a year. I probably had to strip off close to 100ft of wire before it would feed properly. Even then, it would weld fine for a while and then start sputtering again. Feeding out extra wire and you could see more rust spots. If your machine has been setting around unused for a while, take a good look at the wire. With only a lb left on the spool, you might be money ahead to just go ahead and buy some new wire.

Go to your welding supply store and get a bottle of wire lubricant , it's non silicone and squirt some on the wire, and leave it on. Then get a clip on wire cleaner, they are steel wool with metal clips that fit on the wire. Squirt the lubricant/cleaner on the wool. This will help a lot.
