You will need to get some loose material to fill the holes and cut the bumps both disk or tiller will accomplish that but with a disk you might need to do may passes. I have hard clay and I reseeded a portion of a field without moldboard plowing it. I only disk it and I did many and many passes, north - south then east - west then north east - south west and even then some area never really got broken down but once I had loose I drag the whole thing with a diamond arrow (a chain arrow would work too) and it did the trick to break down any lumps and smooth every thing out.
