Leaking hydrolic right under steering wheel

I have a 1630 John Deere tractor. I have already put a new kit in the steering column it is still leaking hydolic oil . I need to know what else could be wrong to make it do this.

I will guess that one or more of the o-rings(parts key 18) are damaged or in wrong location.
