It's likely the bushing right below the lever. You can see it with a flashlight or in bright sunlight. Just follow the curvature of the lever and it's right below the plastic dashboard. Squirt some PB blaster down there and let it sit. If it's the cables. they can be freed, as well, but it is less enjoyable. Linkage is simple and all on the RH side of the machine.

Patience will lead to some movement, some movement will lead to full movement. Good luck.

Dear bspeedy. Your advice is greatly appreciated and it worked!!! It is really dark down in there and I needed help on where to squirt. Just 3 hours later it has loosened up and moves as easily and smoothly as ever. Before I read your post the man at NAPA had recommended new Liquid Wrench combination penetrating oil and lubricating oil spray can so I got it instead of PB blast. As my dad always used to say: your kindness will never be forgotten. Blessings on you! GS
