Have a 3940 with 1100hrs. Bought new in Jan 2008. Hydraulics serviced every 2-years with new oil and filters. Last time was Super UDT2 in Aug 2017. Starting a month ago when starting tractor when lifting loader it wouldn't immediately lift. Took a second or so. Now recently if you go right to take off it takes a second for the hydro to get oil. Didn't know if these had a suction screen or if I should change the filters or if there is a charge pump getting week? All functions are 100% normal after the second or so hesitation. I put 90% of the hours on it so don't notice anything different.

My SWAG- sounds like it’s bleeding the pressure off/losing intake fluid when it sits for a bit.
Does the same thing happen if you try to lift the 3 pt?

I looked at the WSM for the previous model, L3830. With 1100 hrs, I would not expect any wear issues.
In your profile you do not indicate where you live. In cold weather Kubota recommends some warm up time before use for the hydraulics.
When you changed the oil and filter for the hydraulics, did you use a Kubota filter?
Does your tractor have the tandem hydraulic pump. One half feeds the power steering and the other the rest of the tractor?
Does the power steering work immediately?
The tractor's hydraulics are complicated, more so than many, and are not for those without the proper flow and test equipment.
