Kind of sounds like the piston seals may be bad if the relief is not sticking open and the control valve is closing properly.

David thanks for the reply. I don't know where the relief valve is or the control valve. My FEL works fine and so did the backhoe. But maybe there is a separate relief valve for the 3 point hitch. I searched the forum and did not find anything specific on the BX23 with this problem. Could you tell me where the piston seal is located and the location of the control valve. Any other suggestions would help. I do not have a repair manual for this. Maybe someone that has a repair manual could see if they have this information in there. Thank you.
