So this is probably a real rookie mistake on my part but I can't figure it out and I hope someone can help me.

So as you see in the picture, our Kubota B26 seat can't turn around because the arms of the PTO are lifted. I am assuming that they fold down and the orange plate/shield piece flaps back down over them but I can't get them to go down. I have tried the controls that are supposed to lift or lower them both with the PTO engaged and without and it is completely unresponsive. What am I doing wrong? Is it broken or do I need to detach the backhoe to be able to operate those arms? Please help!
