kubota air cleaner warning light

i recently purchased a 99 kubota L3010 with 70 hours on it. around 2000 rpm, the air cleaner warning light comes on, when revs decrease below this, it goes off. consulting the manual, i removed and cleaned the outer filter and cleaned the housing. this has not changed anything with the warning light, as it still comes on like before.
what does this light indicate, and how do i solve this problem?

the first thing i would probably try,
replace the outer air filter
check your intake tubes coming into and out of your air box for pinching or kinks.
last resort would be to have the sensor tested..
