I've never seen a sash weight without a means to fasten it. The dorm pins that I can recall were smaller actual rods, not cast pieces.

Gotta admit, constipation buster made me laugh!

I think I'm going to lean towards ankle weights. His wife is/was 30 years younger and VERY active. Even today as she approaches 70, she'd pass for 50's....

I'll bet those were extras and got tossed into a box.
