Kioti won't start when wet or cold(snow)

The guy I bought my ck25 from kept a threaded plastic cap over the key switch.He said he thought it might keep out the mud dobbers and weather under his shelter. I liked the ideal and continue his practice today. It snaps on & off easy and I can toss it in the toolbox or my pocket.
