Kioti Left Brake not returning

My 2000 lk3054 left brake pedal does not return all the way, I must pull it back about 2" even with the linkage completely removed from the housing. The right brake works very good. The left brake doesn't stop the tractor. Can the left one be fixed without going in the housing? The dealer said to just keep spraying anti rust that the newer ones have a grease fitting where the shaft goes in the housing? Spraying doesn't help. Pjdumpert@yahoo.com
