I'd think that if you unplugged the temperature sensor that it should then engage the GPs automatically (as normal). That's how it works for VW TDIs: the computer falls back to a default value, which is that of a cold engine. At any rate, test the sensor (easy enough); pretty good chance that that's the culprit (if not it, then wiring).

Post 34 (excerpt from service manual) says it's the other war around. Sensor shorts to ground when "cold" and opens when temp is over 60C (about 140F). It's not clear if this is a gradual transition or an on-off switch. The pre-Tier IV electronics are not smart, which makes them easier to diagnose.

There's also the issue of what happens when the harness isn't relaying a grounded-out (open) situation. That's kind of my point/question: what's the computer's default? Simple enough to just test (in the name of science:D).
