As said, if the implement you are hooking up is new, it may be pretty hard to turn the PTO shaft enough to get it to line up. I turn a good 15mins to get my finish mower hooked up the first time and needed to remove the belt covers and rotate through by pulling on the belts. Was pretty frustrating.
The bush hog I used a big screwdriver through the u-joint after pulling back the shield. In either case, the 2nd hook-up of both was much, much easier.
