Made this one from 10 - 60 lb concrete. Might work for you as well.

I have a paved driveway, so don't think I'll get a ton of use from a box blade plus a neighbor with one I can use whenever needed. The ability to tow my splitter in the woods on the back of the ballast box seems helpful also. I don't know what it would weigh once filled. I'm assuming it would be quite a bit less than the 1,000 lb block you were using
I also like to be able to tow while having ballest. I made a 55 gal blue plastic barrel into a ballest using about 4 80# bags of concrete mix plus rocks and scrap iron. I also embedded a 1 1/2" reciever I had laying around so I can tow my log splitter and trailers around. I weighed each item as I put it in and came to 675 lbs. There is extra space on top so I store my chains (4) there as well as throw in some bricks and stone so I'm at about 800lbs. I used a piece of black pipe through the barrel to act as lift pins (I filled the pipe with concrete to make it stronger).
