Joy stick Mechanical stop

This should be very straightforward however I cannot get the mechanical stop to move in the right position. The joystick will allow the hydraulics to tilt the bucket back and forth. Somehow the mechanical stop is not allowing me to raise or lower the front and loader. What am I doing wrong? I had a loose fitting shirt on and it hung on the mechanical stop.
