John Deere STX38 PTO Problem?

John Deere STX38 yellow deck, blades slowly keep spinning when PTO switch is off, could this just be a bad PTO clutch? ullinghair: Thanks

Sounds like it is dragging, but do not rule out dirt or grass caught in the
electro-mechanical clutch unit. Seems to me, when the clutch wears out, it
will slip under load, rather than drag while it is OFF.
