JD 1600 side blade engagement

I was having problems engaging the blades and found out. It was the shaft for the PTO under the seat that was broken off. Now the front blades engaged, but I cannot get the side blades to engage. The light is lit up for both side decks and the John Deere tech rebuilt, the mow valve underneath the mower. Any Ideas?

Before I could not get any of the blades to run. I found the pro engagement lever broken off and now that it’s fixed only the front blades will run.
