John Deere LT155 ; will not start.

Hi
I have a John Deere LT155 with the Kohler CV15S engine

Last time it ran was around June of this year. I was overseas for 2 years so it was my sis who ran it. She says the battery dies after it runs 2 or 3 times, even after a new battery was put in. She wonders if there is a short circuit somewhere.

So today I put in a new battery and it would not start at all, will not even turn over.
I also put in a fresh gallon of regular fuel dripped out.

below is the fuel filter, does it look ok? After I removed the filter and held the tapered side facing down, some gas dripped .



The socket connecter under the seat has no wiring attached to it, and there is a loose cable that comes up towards the seat . I do recal from years back that as a safety precauction, weight needs to be applied on the seat for the machine to run. So I assume this wiring should connect to the connector under the seat?

looking at filter pic you have water in tank /carb. the wrier under seat if its jumped across terminals works fine. drain gas from tank and carb bowl new filter make sure hole in gas cap is clean an venting .let me know how you make out?

The battery goin dead most likely is your voltage regulator ? but start with connections at key switch , regulator , grounds EX....
