John Deere 4500 controls

[TWIN TIER FARMS]

Hello all, my neighbor has a JD 4500, there is a handle on the fender to the right of drivers seat, this is above the 3 point lift control , Can someone tell me what this handle control is for ? 3 point works fine with the lower handle but this upper handle on the fender doesn't move easily and we don't want to force it,
