JOHN DEERE 110 TLB Hydraulic Problem

Having a problem with the hoe controls. With the seat reversed, the left control stick will not function. The left stick will swing left to right however, forward and back fails. The lock is unloacked and the safety pin is removed. The oil level was low. I added hydraulic fliud to full. Still have the same issue. Does anyone have any idea? HELP

Have you verified that the linkage is actually moving the valve spool?
